The Moscow, Idaho, city council is still trying to shut down those crazy kids and their topless car wash. "Five times in the past month, the epidermal entrepreneurs -- including several topless men -- have set up shop on the streets of Moscow with hoses, rags and soap. They don't have set hours, but once they tack up a few 'Topless Car Wash' signs, the customers appear. Patrons are asked only for donations, with most paying from $15 to $20, Mace said. There is a party atmosphere, with barbecue and music." (Jul 2002)
The Moscow, Idaho, city council has enacted a ban on women baring their breasts in public in order to shut down the notorious topless car wash. The new ordinance actually makes it a misdemeanor for women to display anything more than the cleavage between their breasts. Several women committed topless civil disobedience to protest the ruling. AP wire story: "(MOSCOW, Idaho) About 200 people got together for a weekend rally to protest the what they consider a serious injustice -- a law barring women from going topless. A city ordinance banning toplessness was approved by a 5-1 city council vote earlier this month, ending the city's policy of allowing women to bare their breasts. ... Peg Hamlet, the city council member who voted against the ordinance, spoke to the crowd wearing a black Spandex tank top that pushed the limits of the city's new ordinance."
